YouTube end screens can now be placed before the very end of a video. They must be at least 5 seconds long and appear within the last 20 seconds of the video. For example, you could add extra footage after the end screen appears—like a post-credits scene in a movie. I saw TomSka do this in his latest asdfmovie16. You can also stack end screens so that multiple ones show in the same spot, one after another. I managed to do it with up to 3; the 4th gave an error saying it overlapped. You can place them in 5-second segments within the last 20 seconds of a video. The video also needs to be at least 25 seconds long.
